IRP Plates
IRP plates are license plates used on commercial trucks that operate interstate. The simple explanation on what are IRP plates is as follows.
To allocate fuel taxes paid to state(s) based on how many miles were traveled in that state(s) by the truck.
As an example if a truck drives in three states and allocates 1,000 miles in each state then each state will get 1/3 of the taxes paid on fuel.
The organization that oversees the fuel tax collection and allocation is named IFTA or International Fuel Tax Association, Inc.

The International Fuel Tax Agreement (IFTA) is an agreement among states and Canadian provinces to simplify the reporting of fuel use taxes by interstate motor carriers. In California, IFTA is administered by the Motor Carrier Section of the Board of Equalization.
